The wrongful arrest of tens of thousands of British Muslims after the September 11 attacks can be explained by the very poor intelligence the police had, and, just possibly, excused by the fact that a terrorist action in Britain linked to British Muslims would have been hugely damaging.

Mr. Speaker, we are a blessed Nation. We have not suffered another attack on our soil since September 11, and we are grateful. We have killed or captured dozens of members of al Qaeda and the Taliban. Our military and intelligence forces are working both hard and smart.

Legislation passed in the aftermath of September 11, 2001 enhanced our intelligence capabilities and strengthened our national defense, but until now our nation's immigration policies have not adapted to the needs of a post-September 11th world.

Since September 11th Congress has created the Department of Homeland Security, more than doubled the homeland security budget and implemented a bipartisan overhaul of our intelligence systems.

In the aftermath of September 11, and as the 9/11 Commission report so aptly demonstrates, it is clear that our intelligence system is not working the way that it should.

We will have to continue to improve our human intelligence system-something that was, unfortunately, lacking in the years which led up to September 11. This is going to be a continuing process of change.

As a member of the House Select Committee on Intelligence, I will be participating in several hearings on the startling revelations contained in the report.

The prompt assimilation of that intelligence will be essential if we are to avoid another September 11th.

I can remember when I was National Security Adviser, the intelligence community told us... they put out an intelligence report saying that Iran would never back off from attacks on shipping in the Gulf if we use force.

In November, they transferred control of Abu Ghraib to the military intelligence command completely; it was, after all, the center for interrogations for Iraq.

So far as I can remember, there is not one word in the Gospels in praise of intelligence.

Judy, we think that since the 11th of September, 2001, we've faced a similar heightened threat level. And we've been enhancing both the exchange of intelligence and security information and the assessment of that information, because that's the crucial element.

White House leaks of classified information put the lives of U.S. service members, intelligence officers, and civilians at risk. That's why I support a measure passed by the Senate Intelligence Committee to crack down on such leaks.

I really love my family. The more independence that I get and the more freedom that I have, the more interested I am in being a dedicated and involved family member.

The right to life is guaranteed to all Americans in the Declaration of Independence, and ensuring this is upheld is the Constitutional duty of all members of Congress.

The freedom fighters in India's long struggle for independence from British rule, or members of the African National Congress, were once classed as terrorists. History, as they say, is written by victors, but history also has many cunning corridors - how much time must elapse before all those tricky side-passages are revealed?

At a time when special interest money is being showered on legislators in Washington, grassroots donors offer members of Congress a refreshing independence. The $25 and $50 donor is not looking for special favors. He or she is simply expecting their Congressman to go do the right thing.
